Can everyone play the same number of conference

games if the divisions don't have all the same number of teams? I ask because the MAC ran into that problem with 13 members. Some teams in the division with 7 teams (I think it was the East) didn't play a completely round robin schedule and ended up having to play 1-2 (maybe even 3) more cross-division games each year. I think even the division with 6 teams had 1 or 2 teams that couldn't play a round robin division schedule each year.

The 4 divisions may be able to play a round robin division schedule. However, the 2 divisions with 5 teams won't be able to play the same number of OOD games each year. I would think that could lead to quirks in the future rotation or issues with teams not being able to play everyone from the other divisions the same number of times (minus any protected cross-divisional games).
